Scarlet Gaura (Gaura Coccinea)
Flowers red, pink or white are found on this plant.  Sometimes called honeysuckle it has long anther and pistil.  It is a member of the Onagraceae (Evening Primrose) family.  If you look closely you will see a pistil that looks like a small cross.  You can see that same cross on other members of the primrose family like the pink evening primrose and the fluttermill sometimes called a buttercup.
