Student Council Constitution

 

Preamble

 We, the students of Floresville Elementary School Student Council, acting together as responsible elected representatives (through powers granted us by the principal and our peers), in order to promote the general welfare (good) of our student body and community and to provide opportunities for student cooperation and participation in school activities, do decree this our Constitution. 

Article I: Title and Purpose

Section 1

This organization shall be known as the Student Council of Floresville

Elementary School, Floresville, Texas.

 

Section 2

The purpose of this organization is to serve and to represent our student body and community by requesting their ideas and support for school improvement and community projects.

 

Section 3

We encourage student pride and school spirit. We recognize the contributions of the student body; support democratic procedures; value high academic achievement; and promote good relations among students, teachers, and administrators.

 

Article II: Membership

 

Section 1

This council shall be led by five elected officers: President, Vice-president, Treasurer, Secretary, and Historian.

 

Section 2

Membership is based on class elections and grade/discipline review. Membership is open to fourth and fifth grade students only. Council members are expected to maintain satisfactory academic and citizenship standing at Floresville Elementary School.

 

Article III: Membership

Procedure And Maintenance

 

Section 1

Membership is open to fourth and fifth grade Floresville Elementary students who are elected by their homeroom’s student body after providing their teachers with proof of their eligibility. Qualifications are based on all grades of the previous year’s report card and no N’s or U’s in Work Habits or Citizenship. Students must also be able to attend regular monthly meetings. 

Section 2

Maintenance of membership will be the responsibility of each member to: (1) Maintain satisfactory academic and citizenship grades. (2) Miss no more than two regularly scheduled meetings during the year; (3) Attend appropriate committee meetings during the year; and  (4) Volunteer for special projects and events. 

Section 3 

The Student Council President shall administer the Oath of Responsibility at the first regularly scheduled meeting of the school year. 

“I, (name), do solemnly pledge that I will responsibly represent my class,

participate in Council activities to the best of my ability, and uphold the honor of Floresville Elementary School.” 

Article IV: Officers    

Section 1

The officers of this organization shall be the President, Vice-President,

Treasurer, Secretary, and Historian. 

Section 2

Officers are elected by a majority vote of the current fourth and fifth grade Student Council Representatives through elections held in September of each school year. 

Section 3

Eligibility for running for office shall consist of all of the following: (1) A cumulative grade average of 80 or better; (2) Passing grades in all academic subjects for the current school year; (3) A satisfactory discipline record; (4) Regular school attendance; and (5) Classification as a fifth grade student. 

Section 4

Application for Student Council office must be approved by the homeroom teacher of the student and by the Student Council sponsors. 

Section 5

Term of office will be for one full school year. 

Section 6

Each officer is responsible for the duties of the office he/she holds, for attending scheduled meetings, and for assuming leadership positions at Council projects and events. 

Article 5: By-Laws 

Section 1

The officers and members of the Student Council will decide by-laws with approval from the sponsors and/or school principal. 

Section 2

Meetings will held the second Friday of the month from 7:30 to 7:55 in Mrs. Dziuk’s room or Mrs. Bippert’s room.  

Section 3

Business meetings will be conducted using simple parliamentary procedure. 

Section 4

Members are expected to attend all general Student Council meetings. Missing a meeting due to other school activities will not be counted if a class alternate is notified in advance and attends in a member’s place. Members may miss one meeting without excuse. A warning will follow the second unexcused absence, and the third can result in dismissal. A note stating the reason for the absence should follow any absence incurred should.
